Joe Lubin, MLRHR

Senior Director of Public Sector Business Unit
Joe has over 20 years of experience in the public sector, mainly in human resources for municipalities. Throughout his career, he has attained a breadth of experience in all aspects of human resources, including collective bargaining, talent acquisition, selection systems, training programs, benefits, compliance, and policy development. His sincere and approachable style enables others to see him as a trusted partner and talent management advisor when it comes to solving their business problems. Joe earned his B.A. in Psychology and Master’s Degree in Labor Relations and Human Resources at Cleveland State University. He is certified as a Professional by the International Public Management Association for Human Resources.
Bob Bickmeier, Ph.D.

Director of Assessment and Research & Development
As Director of Assessment and Research & Development, Dr. Bob Bickmeier leads the design, validation, and implementation of data-driven talent solutions across PRADCO. Drawing on his background in Industrial-Organizational Psychology and Organizational Science, Bob partners with organizations to translate research into practical strategies that improve hiring, development, and organizational effectiveness.
Bob possesses deep expertise in measurement development, validation, and organizational analysis. He applies both quantitative and qualitative methods to ensure that assessments and consulting engagements are grounded in sound science while tailored to the unique needs of each organization. His work spans leadership assessment and development, employee engagement, and large-scale organizational analyses, including SWOT analyses, divisional analyses, and benchmarking studies.
In addition to directing assessment strategy, Bob oversees research and product development efforts that drive innovation across PRADCO’s offerings. He serves as Chair of PRADCO’s AI Council, helping guide the responsible oversight of emerging technologies.
Bob regularly works with public sector and private organizations and has delivered presentations on topics such as resilience, succession planning, and the application of AI in the workplace, including at OHPELRA and PSHRA. He has presented research at the Society for Industrial and Organizational Psychology and the Southern Management Association and has contributed to the SAGE Encyclopedia of Industrial and Organizational Psychology, 2nd Edition.
Patrick Johnson, M.B.A.

Director of Organizational Development
Patrick brings to PRADCO diverse experience from the military, public, and private sector organizations, including education, law enforcement, government affairs, and healthcare. Patrick’s service as a U.S. Air Force senior enlisted leader, labor relations specialist, and organizational development consultant has equipped him with insight about challenges facing today’s leaders. As a Certified Professional Behavioral Analyst and Executive Coach, Patrick uses PRADCO’s various assessment tools to assist others in gaining increased awareness of self and others. Patrick’s team coaching approach employs strengths-based development, empowering teams to elevate their performance and implement strategies to improve organizational success. Patrick earned his B.S. in Occupational Education and Human Services from Wayland Baptist University and his M.B.A. with concentration in Human Resources from DeVry’s Keller Graduate School of Management. He is a master facilitator and trainer and certified in advanced conflict resolution.
Lawrence J. Borodkin, Ph.D.

Executive Consultant
Dr. Borodkin serves as an Executive Consultant for PRADCO. He has over 30 years of experience in the assessment and coaching of executives and managers and has worked extensively with municipal entities in the assessment and training of safety forces personnel. He collaborates with C-Level Leaders in the design and implementation of assessment and coaching systems and spends time training and mentoring PRADCO’s professional staff. Formerly a Director of Human Resources at the Jewish Federation of Cleveland, Dr. Borodkin has contributed his practical knowledge and insight to helping organizations face the critical business challenges of the 21st century. Dr. Borodkin earned his Ph.D. in Industrial/Organizational Psychology at the University of Akron.
Ken Graham, Ph.D.

Executive Consultant
As Executive Consultant, Dr. Ken Graham designs and conducts talent assessments to evaluate candidate fit for the specific roles and business needs of his diverse clientele. He uses PRADCO’s extensive library of scientific tools to pinpoint the strengths and developmental areas of candidates, and then advises clients crucial talent decisions. Ken enjoys providing direct feedback to the leaders he assesses to help them build awareness of their capabilities, and to identify areas in which they want to improve.
Ken brings a global perspective to the PRADCO team due to his extensive experience working abroad and supporting multinational organizations with their unique talent challenges. He has particular depth with Japanese companies and culture, and is adept at adapting solutions to multicultural environments. He has coached leaders and C-level executives in the U.S., Asia, and Europe, with a particular interest in supporting the identification and development of early-career high-potential talent.
Ken is a member of the Society for Industrial and Organizational Psychology, a division of the American Psychological Association. His research has been distributed in industry publications and he has presented at various conferences and client events.
Joren Tengesdal, M.A.

Senior Management Consultant

Joren’s diverse consulting experience enables him to support organizations at every stage of the talent cycle. As a Senior Management Consultant, Joren pays close attention to the unique talent needs of clients and offers solutions that span all services offered by PRADCO. His expertise in executive assessment makes him a trusted advisor for clients looking to fill key leadership positions. He is skilled at blending multiple data points to offer well-informed recommendations for leadership development. Joren earned his B.A. in Psychological Science at Gustavus Adolphus College and his M.A. in Industrial/Organizational Psychology at The University of Akron. He is a Ph.D. candidate at The University of Akron, where he is completing a dissertation focused on researching the motivational elements of executive coaching.
Mike Wujnovich, MAT

SENIOR MANAGEMENT CONSULTANT
As a Senior Management Consultant at PRADCO, Mike is responsible for growing customer relationships by understanding the client’s short- and long-term business goals. He serves as a day-to-day contact, ensuring clients’ needs are being met. In doing so, he becomes a trusted resource for both new and existing clients so that they can continue to grow their businesses with our selection, development, and retention tools.
With over 20 years of experience as an educator and coach, Mike works with leaders to refine their leadership skills and offer strategies to enable them to reach their full potential. His excellent facilitation and communication skills enable him to conduct training on a variety of topics.
Prior to joining PRADCO, Mike was employed by a marketing company and helped build a large team of over 400 marketing professionals while leading expansion of the company across the country. He supported hundreds of individuals earning promotions while evolving into leadership positions and did quite a bit of training and leadership development in his role. Mike’s strengths include the ability to connect with individuals and build strong relationships at all levels, given his passion for leadership and development.
Mike earned his B.S. in Education from Cleveland State University. He also holds a Master in the Art of Teaching from Marygrove College.
Ron Panaggio, SCP

Senior Management Consultant
Ron has nearly 30 years of professional HR experience in both the private service sector and manufacturing. Ron began his HR career in recruiting and professionally progressed into leadership roles in labor and employee relations, regional HR support, and most recently as the director of HR for an international manufacturing company. Ron has significant experience in helping organizations through union organizing attempts, contract negotiations, grievances, and arbitrations. Ron has a relaxed and approachable style that helps him build trusting relationships. He has volunteered his time to helping veterans transition from the military to civilian life by working with American Corporate Partners, as well as other community-based organizations dedicated to helping people in career transitions. Ron earned his B.S. in Business Communications from James Madison University. He has his Senior Professional Certification (SCP) from the Society of Human Resource Management.
Sean Rowland, Ph.D.

Management Consultant
As a Management Consultant, Sean is committed to understanding clients’ unique needs and offering solutions that span all of PRADCO’s offerings. His expertise in delivering thorough and accurate assessments make him a trusted partner for clients looking to fill critical leadership roles. Sean is attentive to both quantitative and qualitative data to develop a holistic, accurate representation of an organization’s future leaders. At PRADCO, Sean helps organizations optimize their effectiveness by helping them identify the best talent for their leadership roles and helping those leaders achieve their full potential. Sean is a member of the Society for Industrial-Organizational Psychology (SIOP), the Society for Consulting Psychology (SCP), and the American Psychological Association (APA). He is also a committee member for the Ohio Psychological Association’s Psychology in the Workplace Network. Sean earned his B.A. in Psychology from Christian Brothers University. He earned his M.A./Ph.D. in Industrial-Organizational Psychology from the University of Akron, where his research focused on leader development and the various life factors that shape their leadership behaviors.
Scott Brokos

Account Executive
Scott Brokos has over 17 years of experience supporting human resources and manufacturing operations through consultative sales and talent acquisition.
As a member of the PRADCO team, Scott is focused on delivering new business development opportunities nationally. He works with organizations to develop solutions to optimize their candidate selection process and coach and develop their leaders.
Prior to joining PRADCO, Scott was a Managing Director for an engineering and technical recruitment firm before moving into a Senior Talent Acquisition Partner for a Fortune 500 global manufacturer.
Ryan Musarra

Account Executive
Ryan Musarra is a seasoned business development strategist with over 20 years of experience driving client growth across Financial Services, Innovation Management, and B2B consulting. Known for his consultative approach and collaborative leadership style, Ryan has partnered with executive teams at Fortune 1000 companies to deliver tailored solutions that address complex business challenges and unlock new revenue opportunities.
At PRADCO, Ryan focuses on helping public sector agencies hire, develop, and retain employees who align with their organizational culture and long-term goals. He leverages behavioral science tools and data-driven insights to support talent strategies that foster growth and performance.
Prior to joining PRADCO, Ryan held senior business development roles in the Innovation Management space at firms such as Ezassi, Newry Corp, and NineSigma. In these roles, he led go-to-market strategies, coached cross-functional teams, and built high-impact client relationships across industries including Oil & Gas, Pharmaceuticals, Medical Devices, Consumer Products, High Tech, and Automotive.
Ryan consistently delivered top-line revenue growth, developed strategic innovation programs, and facilitated executive-level engagements. He was recognized as a top global performer at NineSigma, where he transformed underperforming regions, closed multimillion-dollar deals, and helped build scalable offerings.
Marci Rathburn

OPERATIONS MANAGER
As PRADCO’s Operations Manager, Marci oversees daily operations, ensuring policy and compliance alignment, and leading initiatives that boost efficiency and employee engagement across the company. She streamlines internal workflows, embeds best practices, optimizes the intranet, and collaborates with leaders and cross-functional teams to align processes with business goals, delivering a consistent, high-quality employee experience. With over 15 years of experience in operational management, employee development, and process improvement, she focuses on refining systems, scaling what works, and supporting PRADCO’s long-term growth and innovation. Marci earned her B.S. in Biology, with a minor in Psychology, from the University of Dayton.
Amanda Gower

CLIENT SERVICES MANAGER
As the Administrative Team Lead at PRADCO, Amanda manages a team of support personnel across two offices to ensure an efficient and high-quality delivery of service to both internal and external customers. She and her team regularly work with clients and our internal consultants in scheduling, reviewing, editing, and finalizing key deliverables that reflect PRADCO’s high standards. With her five years of experience, Amanda has a wealth of knowledge and experience that she uses to guide her team and ensure the overall operation at PRADCO runs smoothly. Amanda earned her B.S.B.A. in Marketing and Economics from The Ohio State University.
